Quality Assurance — the expeditor's everyday advantage.

A Quality Management System is not a certificate on the wall. For a marine expeditor, it is the practical framework that turns customer instructions into safe, controlled and well-documented work.

In this note, expeditor means the independent cargo expeditor or attending surveyor acting for the customer at a terminal or on board a vessel. The same principles apply to inspectors and loss-control teams working under a customer's Terms of Reference.

Why quality matters before anyone steps on board

Ask any experienced marine expeditor what keeps an attendance on track and the answer will usually come back to preparation, consistency and good records. That is where Quality Assurance earns its place. A Quality Management System, or QMS, is not just a certificate on the wall; it is the practical framework that helps an expeditor turn customer instructions into safe, controlled and well-documented work.

For a new expediting business, the formal quality standard can be developed with help from a quality professional. The real value, however, comes from the support procedures created by the business itself: the checklists, forms, reports and step-by-step operating routines that guide the expeditor at the terminal, on board the vessel and during follow-up with the customer.

A useful way to think about quality is the familiar cycle: Plan, Do, Check, Act. It is simple enough to remember in the field and strong enough to support a full management system. In the expeditor's world, PDCA is less about theory and more about building a habit: prepare carefully, perform the task, compare the results, then correct and improve where needed.

Good operational procedures do not need to be complicated. They can be flow charts, checklists or short bulleted instructions. What matters is that they identify the key decision points: when to sample, when to measure, when to confirm shore line status, when to challenge a reading and when to escalate a concern to the customer.

PDCA in the real world

Illustrative example. The scenario below is fictional. No customer, vessel or terminal is being described, but the pattern will be familiar to many expeditors.

Plan

The expeditor boards shortly after berthing and joins the key meeting with terminal staff, vessel representatives and petroleum inspectors. Discharge rates are agreed, the terminal safety checklist is completed, shore tanks are identified and line status is confirmed. Before the inspection begins, the expeditor checks the vessel's cargo tank information, reference heights and tank radar readings with the chief officer and inspectors.

Do

The vessel's cargo tanks are manually measured and temperatures are taken at three levels in each tank. Free water readings, observed tank heights and calibrated reference heights are recorded. The expeditor and inspector keep their own notes while the ship's crew relay observations to the cargo control room.

Check

Back in the control room, the expeditor, inspector and chief officer compare their notes. If two ullage readings do not match, the discrepancy is treated as a signal to recheck, not as a source of blame.

Act

The inspection party returns to the tanks in question and repeats the measurements until all parties agree the data. Only then are the arrival cargo calculations completed and the quantity agreed. A small correction at the right time prevents a larger commercial problem later.

That is Quality Assurance in practice. The expeditor is often verifying work carried out by others, but the tone of that verification matters. The aim is not to catch people out; it is to help everyone reach the same reliable result. When the approach is calm, structured and evidence-based, it protects the customer, the vessel, the terminal and the expeditor's own professional standing.

Continuous improvement, one small step at a time

PDCA is the operational cycle used on every attendance. When a recurring problem needs to be attacked more deliberately — a systemic measurement discrepancy, a report format that generates repeated customer queries, a nomination step that keeps slipping — a compatible improvement lens is DMAIC:

  • Define: identify the improvement opportunity.
  • Measure: capture the process data and keep the evidence.
  • Analyse: look for the root cause, not just the visible symptom.
  • Improve: decide what needs to change in the process.
  • Control: monitor the change and confirm that it actually works.

Continuous improvement rarely arrives as one dramatic change. More often, it comes through small adjustments: a clearer nomination form, a better pre-arrival call, a tighter measurement check, or a report template that makes the customer's decision easier.

Field note: Quality Assurance is one of the most practical tools an expeditor carries. PDCA keeps the job moving, keeps the records clean and helps control operational risk before it becomes a dispute.

Start with clear Terms of Reference

The customer's Terms of Reference set the direction for the attendance. They may be detailed or broad, but they should always be captured clearly before the expeditor travels. Vessel name, location, expectations, known concerns, commercial parameters, risks, involved parties and contact details should all be recorded in the job nomination form. The same process should confirm that access permissions, introductions and safety briefings are being arranged by the customer or their representative.

Communicate early, clearly and in writing

Good communication is one of the quickest ways to build confidence. The nomination form should list the people the expeditor needs to speak with before, during and after the attendance. The expeditor's own contact details should also be provided to the customer, vessel, terminal and any other involved parties.

A simple communication procedure should cover the main stages of the job: trip planning, arrival on site, start of operations, problem escalation, completion, departure and report issue. Knowing who is authorised to receive updates is just as important as knowing what to say.

Handle problems without drama

Problems do occur. A line may not be ready, a measurement may be disputed, a safety concern may develop or the operation may create a new commercial risk. The expeditor's role is to recognise the issue early, keep the customer informed and avoid making unilateral decisions that could affect the customer's position.

A good problem-handling procedure encourages the expeditor to gather facts, identify the likely cause and present practical recovery options. After the attendance, the same event should be reviewed to see whether the procedure can be improved for the next operation.

Forms, records and reports: the evidence trail

Forms are the working tools of the management system. Once completed during an attendance, they become records. Those records should be indexed, archived and kept with any relevant third-party documents so the full story of the attendance can be reconstructed if required later.

Reports are also records, but they carry a special purpose: they give formal advice to the customer after the attendance is complete. A consistent report structure helps the reader find the essentials quickly and supports the expeditor's professional credibility.

  • Title page: vessel name, short job description and date of issue.
  • Table of contents: clear section and subsection references.
  • Terms of Reference: the customer's instructions and expectations.
  • Introduction, background and scope: the context, objectives and limits of the attendance.
  • Discussion: the main body of the report, supported by observations and evidence.
  • Summary and conclusions: the key findings and practical outcome for the customer.

Archive with care

Whether records are retained in hard copy, electronic form or both, archived data should be protected and released only with customer approval. In the event of a later query or claim, a well-kept archive can be the difference between uncertainty and a confident, evidence-based response.
